Ohio Third Grade Reading Guarantee Information

What is the Third Grade Reading Guarantee?

In June of 2012, the Ohio General Assembly and the Governor signed into law Senate Bill (SB) 316 that requires the Third Grade Reading Guarantee.

This law states:

·         All school districts in Ohio are to administer a diagnostic reading assessment for each student in Kindergarten through Grade 3 by September 30. Our district is using Star Early Literacy and to fulfill this requirement.

·         All school districts in Ohio to send a letter to parents if their child is “not-on-track” with their appropriate grade level for reading.   

·         All school districts in Ohio are to create an individualized Reading Improvement and Monitoring Plan (RIMP) for all students who are “not-on-track” in their reading. Teachers will be reviewing this plan with parents during November’s Parent/Teacher Conferences.

·         All school districts in Ohio are to provide reading intervention for the students “not-on-track” to help support student learning and growth in reading.

·         All school districts in Ohio to retain students who do not reach the appropriate level of reading competency by the end of the third grade on the state Ohio Reading Assessment.

 

How does this affect my K-2 student?

Students scoring within the Urgent Intervention levels on the Star Early Literacy tests will be placed on a Reading Improvement and Monitoring Plan.  This individualized plan will outline the extra interventions that the school will provide to help your child be successful.  This plan also includes a section that encourages parents to help at home.  

Once a student is placed on a RIMP, they must remain on it until the next year’s diagnostic screening places them on-track or they pass the Third Grade Reading Assessment.

 

How does this affect my third-grade student?

Students will be retained in third grade if they do not meet the scaled score on the Ohio Third Grade Reading Assessment either in the fall or the spring. There are a few exceptions allowable by law for students that are English Language Learners and some students on Individualized Education Plans.  Your child’s teacher will let you know if your child qualifies for an exemption.

Students that do not achieve a qualifying score will have other opportunities to take and pass the assessment alternative in the Summer and Fall. If a child receives a qualifying score on these additional tests, they will be formally promoted to Grade 4 at that time.


What can I do as a parent to help my student?

·         Attend Parent/Teacher conferences to understand your child’s specific needs.

·         Work with your child’s teacher during the school year to assist at home.

·         Make sure your child completes their homework each day.

·         Have your child read with you every day.
